The branch of the Republican State Enterprise on the right of economic management "National Center of Expertise" in Atyrau region organized a meeting on compliance with anti-corruption legislation, elimination of causes and conditions conducive to the commission of corruption offenses.

During the meeting, the Director of the Branch, R.K. Sharipov, discussed with the heads of laboratories, department heads and NCE specialists the analysis of corruption risks, which was conducted by a working group consisting of 12 people and created by the order of the head of the Branch No. 40-NK dated June 25, 2018.

Thus, the analysis of the data obtained for the first half of 2018 showed that there were no complaints from individuals and legal entities about the actions of employees of the branch. There were no employees of the branch involved in disciplinary actions.

In the field of public procurement, all contracts were concluded through a web portal in compliance with the provisions of the Law of the Republic of Kazakhstan "On Public Procurement" dated December 4, 2015 No. 434-V SAM. In total, 200 contracts were signed for the 1st half of the year.

Specialists of organizational and personnel work departments provide timely information to the authorized employment bodies of Atyrau on the availability of vacant positions, according to the legislation of the Republic of Kazakhstan "On Employment of the population".

In addition, records are kept, registration and consideration of appeals of individuals and legal entities in accordance with the established procedure. Responses to the appeals of citizens and legal entities are provided in due time.        

Also, the Branch has a helpline, a box for appeals is installed and the reception of citizens is conducted by the Branch management.

After the meeting, it was explained to the participants that if there is information about an actual or alleged violation of the anti-bribery and corruption legislation, employees should immediately notify the Branch management.

As noted by Rakhat Sharipov, work on the implementation of systemic anti-corruption measures will be carried out on an ongoing basis.

The Disinfection Center of the RSE at the National Center of Expertise in the West Kazakhstan region, together with the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption in the West Kazakhstan Region, held a round table on the topic "Formation of an anti-corruption culture in the laboratory service".

The purpose of the meeting was to explain the principles of creating an atmosphere of intolerance to any manifestation of corruption in the organization.

Thus, the head of the Corruption Prevention Department of the Department of the Agency for Civil Service Affairs and Anti-Corruption Khairullin B.M., who made a report, noted that effective anti-corruption is impossible without the active participation of society. In this regard, on the initiative of the National Bureau, on December 30, 2015, the Resolution of the Government of the Republic of Kazakhstan No. 1131 was adopted, regulating the material encouragement of persons who reported the fact of a corruption offense or otherwise assist in combating corruption.

"Along with this, a single "anti-corruption call center" has been launched, the main task of which is free consulting support for citizens on anti–corruption issues and registration of reports on corruption manifestations. Every citizen of the country can call 1424 and report corruption," B.M. Khairullin added.

Following the results of the round table, in order to further improve the work on identifying corruption risks and preventing corruption offenses, the following events will be held at the NCE Disinfection Center: quarterly round tables, seminars on the study of anti-corruption legislation with the participation of law enforcement officials, when hiring an employee, a conversation on preventing the commission of corruption offenses, as well as organizing the work of the telephone trust.

A meeting on anti-corruption issues was held in the Branch of the RSE at the National Center of Expertise in the West Kazakhstan region.

The meeting was attended by the chief specialist of the Department of the Agency for Civil Service Affairs and Anti-Corruption in the West Kazakhstan Region Muratov R.G., inspector of the Nur Otan Party Mukashev M.H., head of the Communist People's Party Yarylgasimov S.S., Deputy Director of the Department of Public Health Shcherbina S.N., as well as heads of laboratories, heads of departments, specialists branch office.

The issues of compliance with the norms of official ethics, compliance with labor legislation, improvement of legal literacy of employees, prevention and prevention of corruption were discussed at the meeting.

Also, the Department of the Agency for Civil Service Affairs and Anti-Corruption in the West Kazakhstan Region showed a video about the work done to combat corruption, which shows statistics of registered offenses.

At the end of the event, the heads of district offices were instructed to hold similar events to clarify the norms of the anti-corruption legislation of the Republic of Kazakhstan for the purpose of moral, intellectual, cultural development and the formation of an active civil position of rejection of corruption by a person, including with the participation of representatives of authorized state bodies, the public and entrepreneurs.
